About this opportunity

The United States Coast Guard Surface Forces Logistics Center is soliciting quotations for 26 liquid level transmitters (NSN 6680-01-525-2727) manufactured by L3 Henschel, specifically Model 175832 grey water tank level indicators. This is a brand name mandatory procurement where offerors proposing "equal" products must demonstrate that their alternatives meet the specified salient physical, functional, or performance characteristics. The solicitation requires strict adherence to military packaging standards (MIL-STD-2073-1E Method 10 and MIL-STD-129R) with individual packaging in heavy-duty double-wall fiberboard boxes and specific bar coding requirements per ISO/IEC-16388-2007. Award will be made on an all-or-none basis using lowest price technically acceptable evaluation criteria to a responsible offeror. Quotations must be submitted via email to Eric.I.Goldstein@uscg.mil by June 23, 2025, at 9:00 AM Eastern Standard Time, and offerors must include completed FAR 52.212-3 representations and certifications with their submissions.

This procurement does not utilize any set-aside designations and is open to all responsible sources under NAICS code 333996 with a small business size standard of 500 employees. No incumbent contractors or potential award values are specified in the solicitation notice. The contract will be awarded as a Firm Fixed Price arrangement using simplified acquisition procedures under FAR Part 13, indicating the total value is likely under the simplified acquisition threshold. Companies must maintain valid DUNS numbers, be registered in the System for Award Management (SAM), and provide their Tax Identification Number with their quotation. The procurement emphasizes that all items will be inspected upon delivery to the Coast Guard warehouse, and failure to meet packaging, packing, marking, and bar-coding requirements will result in rejection and possible return of goods, potentially delaying payment to the contractor.
