This solicitation seeks proposals to support transitioning the Centers for Disease Control and Prevention's personal protective equipment conformity assessment practices to align with the National Framework for Conformity Assessment. The CDC's National Institute for Occupational Safety and Health, National Personal Protection Technology Laboratory requires services to evaluate non-governmental conformity assessment programs, incorporate the needs of contingent workforces and the public, and develop strategies for respirator approval, post-market evaluation, and standards development activities. Proposals will be evaluated based on commercial items criteria and are due by April 22, 2021, with questions due by April 1, 2021.

The anticipated contract would have a base period of two years, not to exceed $16.5 million, including a single optional line item. Performance will take place within the United States. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This combined synopsis/solicitation is being issued as a Request for Quote (RFQ) under solicitation number 75D301-21-R-71799 using FAR Subpart 13, Simplified Acquisition Procedures. Any incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, effective March 10, 2021.

This requirement is solicited as FULL and OPEN COMPETITION NAICS code 541690– Other Scientific and Technical Consulting Services with a small business size standard of $16.5 Million.

The CDC intends to award a single award firm fixed priced contract with a base period of two years and one (1) optional line item. The government reserves the right to award any, all, or none of the options under this requirement.
