About this opportunity

The Department of the Army Materiel Command Contracting Command Orlando Contracting Center has issued a Special Notice for the Training and Readiness Accelerator II (TReX II) Other Transaction Agreement (OTA) Request for Solutions (RFS). The notice covers six distinct High-Speed Systems Test (HSST) prototype projects focused on various technological developments for military applications. These projects include ground and flight test and evaluation technologies, power supply testbeds, imaging systems, unmanned aerial system capabilities, and hypersonic flight test support enhancements. The solicitation is administered by Advanced Technology International (ATI) and supports the Test Resource Management Center (TRMC). The projects are designed to develop prototypes that can enhance military personnel mission effectiveness and supporting technological platforms.

The primary objective of this Special Notice is to spur innovative development and expedited delivery of prototypes to increase Warfighter readiness through modeling, simulation, experimental validation, and military-focused projects. Interested parties must be members of the TReX II consortium to respond to the solicitation, with non-members able to apply for membership by contacting TReXII@ati.org. The solicitation is open from February 18, 2025, with responses due by March 24, 2025. Notably, successfully completed prototype projects may result in follow-on production contracts without additional competitive procedures, as permitted under 10 U.S.C. 4022(f). The six specific prototype project areas cover a range of technological innovations, including ground and flight test technologies, power supply systems, imaging capabilities, and hypersonic flight test support. Contractors should review the full details at https://www.trexii.org/ for complete information about the Request for Solutions.

Notice text

This Special Notice is to advise interested members of the Training and Readiness Accelerator II (TReX II), as well as other interested members within the U.S. technology base, that six (6) Request for Solutions (RFS) has been issued by Advanced Technology International (ATI) for the following High-Speed Systems Test (HSST) prototype projects:

TReXII-25-02 RED-087: HSST_ Ground Test and Evaluation (GTE)_01 - Test and Evaluation (T&E) Technologies for Reusable Supersonic/Hypersonic Systems

TReXII-25-02 RED-088: HSST_GTE_02 - Silicon-Controlled Rectifier (SCR) Power Supply Testbed

TReXII-25-02 RED-089: HSST_ Flight Test and Evaluation (FTE)_01 - Multispectral Imaging System for Use on Unmanned Aerial Systems

TReXII-25-02 RED-090: HSST_FTE_02 - Unmanned Aerial System (UAS)-Based Broad Ocean Area Terminal Data Collection Capabilities

TReXII-25-02 RED-091: HSST_FTE_03 - Hypersonic Flight Test Support Enhancements

TReXII-25-02 RED-092: HSST_MS_01 - Hypersonic Correlation Framework Development

The purpose of the Training and Readiness Accelerator II (TReX II) is to spur innovative development, demonstration, and expedited delivery of prototypes to increase Warfighter readiness via modeling, simulation, education/training, experimental validation, and military readiness focused projects. A consortium has been established to develop prototypes directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DOD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces. This Request for Solutions (RFS) is issued under the Training and Readiness Accelerator II (TReX II) OTA in support of the Test Resource Management Center (TRMC).

Please note that any projects awarded in response to the RFS will include the following statement relative to the potential for follow-on production:

"In accordance with 10.U.S.C. 4022(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or non-procurement transaction without the use of competitive procedures."

Interested parties are directed to https://www.trexii.org/ to obtain information regarding this Request for Solutions. Interested parties are required to be members of the Training and Readiness Accelerator II (TReX II) in order to respond to the solicitation. Interested parties who are not members and interested in becoming members should contact TReXII@ati.org. Only members of the TReX II consortium can respond to the solicitation.
