About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 4 units of a trackball data entry device with national stock number 7H-7025-015456827. The government intends to award a contract and may add an option quantity. Interested parties must be able to meet all qualification requirements at the time of award, in accordance with FAR clause 52.209-1. The proposed contract will not be using the commercial item acquisition policies of FAR Part 12. Additionally, the procurement may be subject to trade agreements.

This opportunity is set aside for total small business. The government has determined that it is uneconomical to buy the data or rights to the data needed for this part, and reverse engineering is also not feasible. The anticipated delivery locations are DLA Distribution facilities in New Cumberland, Pennsylvania and Tracy, California. The due date for responses to this pre-solicitation notice is March 28, 2024.

NSN 7H-7025-015456827, TDP VER 005, REF NR 60167-1, QTY 4 EA, DELIVER TO W25G1U, W1A8 DLA DISTRIBUTION, NEW CUMBERLAND, PA 17070-5002, DELIVER TO W62G2T, W1A8 DLA DIST SAN JOAQUIN, TRACY, CA 95304-5000. The Government intends to add an option quantity to the resultant contract. In reference to the option quantity, the Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 365 days after award date. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. The Government does not own the data or the rights to the data needed to purchase / contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part.Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists (QPLs), Qualified Product Databases (QPDs), Military Handbooks, and other standardized documents from the DoD Single Stock Point (DODSSP) at Document Automation and Production Service (DAPS) in Philadelphia, PA. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Award will be made only if the offeror, the product/service, or the manufacturer meets the qualification requirement(s) at time of award, in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation.Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
