The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price contract, on a sole-source basis, to CR Fabrication LTD, Redmond, OR (CAGE: 6NNQ1) for the manufacture of the Towable Passenger Stairs P/N E119-GSE100, NSN 4920-01-615-6947. This procurement is required to support the P-8A aircraft. The quantities fill deficits for the United States Navy and a future option for additional United States Navy requirements. The requirement is for a base quantity of eleven (11) each of the Towable Passenger Stairs and an option quantity of one (1) Towable Passenger Stairs. The Towable Passenger Stairs were designed by CR Fabrication at their own expense and tested to meet specifications for maintenance of the 737 and P-8A aircraft. CR Fabrication is the only manufacturer with the unique technical expertise to supply this item. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above item and enable a competitive procurement. CR Fabrication LTD as the Original Equipment Manufacturer (OEM) is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
