About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a specialized tool, specifically NSN 1H-5120-014914884, with a quantity of 38 units. This pre-solicitation notice indicates the government intends to negotiate with a single source under FAR 6.302-1, due to unique engineering and manufacturing requirements. The part requires engineering source approval by the design control activity to maintain quality, with the approved source retaining critical data rights and manufacturing knowledge. All responsible sources may identify their interest and capability to respond within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate received information to determine whether to conduct a competitive procurement, with the final determination solely at their discretion.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are mentioned. The delivery terms are FOB Origin, with a posted date of December 31, 2024, and a response due date of January 30, 2025. An alternate source can qualify only by following procedures approved by the cognizant Government engineering activity. The government has explicitly stated they are not using FAR Part 12 policies for commercial items, though interested parties may identify commercial item capabilities within 15 days of the notice. While no specific budget range is provided, the requirement involves a technical, specialized tool that demands specific engineering and manufacturing expertise, suggesting potential complexity in sourcing and potential value.
