About this opportunity

The General Services Administration Public Buildings Service Region 5 has issued a Sole Source Justification Notice for snow and ice removal services at the Ashley US Courthouse & Annex in Toledo, Ohio. The contract, awarded to Midwest Landscaping Inc. under 41 U.S.C. 3304(a)(2), covers comprehensive snow removal and management from December 1, 2024 to April 30, 2025, including services for landings, sidewalks, driveways, roadways, parking areas, and egress pathways. The sole source justification stems from urgent requirements related to the newly constructed Annex building and safety concerns raised by the incumbent non-profit agency, Contractech Inc., who indicated an inability to safely provide services. Market research determined only one vendor capable of immediate mobilization to ensure uninterrupted critical safety functions. The contract will be listed on the Procurement List for mandatory service by the Committee for Purchase From People Who Are Blind or Severely Disabled in the subsequent winter season, though specific contract value details were not disclosed in the documentation.

Notice text

The Contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide plowing and removal of snow and ice from the Ashley USCH & Annex entrances.  This includes landings, sidewalks, driveways, plaza areas, roadways, parking areas, approaches, and egress pathways within the property lines of Federal property as described herein or as directed by the COR as described below. The outside areas to be serviced are described in Section C3.  The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, and City laws, and codes, and follow the more stringent of them.  In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to OSHA.

Awarded contract 47PF0025P0005 to unknown vendor for unknown amount on 2024-12-09.
