This is a notice of intent to award a noncompetitive purchase order to OI Analytical, College Town, Texas for a Model 1030D Aurora Total Carbon Analyzer Dual Mode Configuration.
The U.S. Geological Survey, National Research Program, Western Branch, requires one (1) each Model 1030D Aurora Total Carbon Analyzer Dual Mode Configuration with the following specifications:
Wet Oxidation Mode:
Operating Principle Heated sodium persulfate oxidation
Measurement Range 10 ppb C - 30,000 ppm C (multiple calibration ranges or dilution
required)
Instrument Detection LImit (IDL) 2 ppb C
Sample Injection Volume 10uL - 10mL
Method TC Acid and persulfate reaction
Method TIC Acidification with Phosphoric acid and sparging
Method TOC NPOC by heated persulfate oxidation or TC - TIC
Reagents Required Sodium persulfate, 5% phosphoric acid, rinsewater
Gas Supply N2 (99.998%), zero-grade air, or O2 (99.998%)
High Temperature Combustion Mode:
Operating Principle High Temperature (680°C) catalytic combustion
Measurement Range 100 ppb C - 30,000 ppm C (multiple calibration ranges or dilution
required)
Instrument Detection LImit (IDL) 50 ppb C
Sample Injection Volume 10uL - 0.8mL
Method TC 680 °C Pt catalyst, 900 °C non-catalyst packing
Method TIC Acidification and sparging

Gas Supply Zero-grade air, or O2 (99.998%)
General Instrument Specifications:
Measurement Technique Non-dispersive infrared (NDIR) detector
Operator Interface Color LCD touchscreen display with
Windows® CE-based software
Basic Software Single instrument operation with data transfer to PC
Optional ATOC Software Network LAN/LIMS operation, data management, custom
reports, 21 CFR 11 compliance
Autosampler 88 position rotary autosampler designed to fit directly underneath Aurora
1030D analyzer
Certification CE, EMC: EN61326 / Safety: IEC 61010-11 2001
Power Supply Variable voltage, 100-240VAC, 50/60Hz, 950W
Dimensions - Aurora 1030D + 1088 Autosampler 26.75 in. H x 19.5 in. W x 23 in. D.
Weight - Aurora 1030D + 1088 Autosampler 34.5 kg (76 lbs.)
The government intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items, to OI Analytical. This instrument is an upgrade of an existing Model 1030 Total Organic Carbon (TOC) Analyzer and will be used with many peripherals and methods from the old instrument. The 1030D's maximum injection volume in HTC mode is 10-fold greater than most other HTC systems, a critical application, without which the instrument would be unusable for isotopic measurements. In addition, the persulfate mode of the TOC is specifically designed to interface with an existing cavity ringdown spectrometer, a necessary capability for isotopic determinations.
All responsible sources may submit a quotation which shall be considered by the agency. All quotations or inquiries must be submitted to the Contract Specialist via email at dallan-loucks@usgs.gov no later than the closing date of this announcement at 17:00 EST. As required by FAR 5.101(a)(1), Request for Quote G17PS00530 is available by contacting the Contract Specialist at dallan-loucks@usgs.gov.
The NAICS code for this action is 334516, Analytical Laboratory Instrument Manufacturing, for which the associated size standard is 1000 employees. This notice, and any resulting solicitation and/or award, conform to the requirements in place through FAC 2005-94, effective 19 Jan 2017.
This requirement includes installation of new equipment, as well as a trade-in on the existing equipment. The trade-in equipment will be boxed and ready for pick up by contractor. Delivery/installation address for analyzer is Menlo Park, CA 94025.
