This announcement constitutes the only notice.
This is not a request for quotes.
A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than September 01, 2020, by sending an e-mail to agaddis@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements.
Under Simplified Acquisition Procedures (SAP), BLM-AK/Alaska Fire Service intends to issue a sole source, firm-fixed price order to:

Determinations not to compete this proposed procurement were made because:
In 2012 the Alaska Fire Service converted its lightning detection system to TOA Systems Incorporated lightning solution products. If we were forced to consider another lightning solution from other vendors it would require replacing all of the existing twelve sensors in the field, the calculation software, and modifications to the existing software interface that makes the current lightning solutions available to the AFS mapping website. The cost of that effort would significantly exceed the purchase of two additional sensors and the additional software we seek at this time from the vendor.
