The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the NAVAIR Metrology and Calibration METCAL Program, Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and Aviation Navy Calibration Laboratories: Quantity- one (1) of a Measuretech Inc. Precision Calibration Standard, EL-2400 Thermal Voltage Converter Calibration Test System. The EL-2400 Thermal Voltage Converter Calibration Test System is used to characterize thermal voltage converters (TVC) functioning from 0.5 to 3.0 volts at frequencies ranging from 1 to 100 MHz. The system supports 1208 overall workload hours of calibration including thermal converter test sets, AC Volt Meters, Thermal voltage converters, AC Transfer Standards and thermal voltage elements. In addition the system is expected to maintain AC voltage traceability for numerous AC voltmeters, AC prime measurement systems (5790A/AN) and AC Transfer standards. Inter-correlation with the Air Force (AF METCAL) is also required to allow workload cross-over between facilities. The NAVAIR METCAL Engineering Program has certified and approved the EL-2400 test system design, methodology and measurement uncertainty. Introduction of a new system would also risk the loss of accuracy correlation and measurement uncertainty with the EL-2400 Air Force system resulting in the loss of shared workload capability. Additional requirements are as follows: Manufacturer extended warranty with warranty certificate and affixed warranty sticker; Mfr. Calibration and calibration sticker (as applicable) or Certificates of Conformance; units shall be serialized; units shall have a UID Label applied per DFAR 252.211-7003; and Operating and Servicing Manual and/or data sheets shall be provided with each unit.
Measuretech, Inc. of Sun Valley, CA is the Original Equipment Manufacturer (OEM) for the identified EL-2400 Thermal Voltage Converter Calibration Test System. They are the sole designer, developer, and manufacturer who calibrate the products in accordance with their certification/accreditation. As such, they can guarantee the equipment meets the original performance characteristics, design accuracies, system features, and utilizes the existing 36 procedures written for this equipment by the government. The Government does not own any data, or other specifications to permit full and open competition. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (10) days after the date of publication of this synopsis will be considered by the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government..
