DESCRIPTION: NSN: 4920015711970RN, PART NUMBER: BH112PA-77-3, test set, electronic commonly known as JetCal Analyzer is manufactured by Howell Instruments which provides extensive diagnostics capability during testing of the engine. It provides militarily unique troubleshooting capability for uninstalled engines (in the test cell) and on-wing trimming/functional check of the General Electric (GE) J85 series turbojet afterburning engines, utilized with the T-38 and F-5 aircraft. The JetCal Analyzer is a turbine engine data collection and analysis system used to determine j-85 GE-5 engine condition and performance. the system contains hardware and engine specific application software activities such as data acquisition, calabration and report production. Application software is specifically designed to support testing of the GE. J-85-GE-5 turbojet afterburning engine. The system provides automated data recording, fault monitoring. and report production. Overall Unit dimensions including contents in inches are Width:22, Depth:22, height:37 and Weight:100. This requirement is for buy services only. This new buy contract will be one (1) basic year. The project quantity will be one (1). The delivery schedule is 210 ARO contract. The government intends to award the proposed contract as a sole source to Howell Instruments. Howell Instruments is the sole supplier and retains all the data as proprietary. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The estimated issue date for the solicitation to www.FedbizOpps.gov will be 01 Dec 2016 with an estimated response date 02 Jan 2017, and estimated award date by 02 Feb 2017.
