About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 2 units of Test Kit, LP equipment under NSN 7H-6625-016774949-X5, classified as electrical and electronic properties measuring and testing instruments. The agency intends to conduct this procurement as a sole source acquisition under FAR 6.302-1 authority, citing that the government does not own the rights to technical data needed for additional sources and that reverse engineering would be uneconomical. The equipment will be delivered to two DLA Distribution centers: one in New Cumberland, PA and another in Tracy, CA. While this is intended as a sole source procurement, the government will consider all proposals, quotations, or capability statements received within 45 days of the notice publication date (or 30 days if awarded under an existing Basic Ordering Agreement). The response deadline is August 20, 2025, and the government reserves sole discretion in determining whether to proceed with competitive procurement based on received responses.

This procurement does not utilize any set-aside designation and is open to all responsible sources who wish to express interest and demonstrate capability. The contract requires delivery of exactly 2 units of the test kit equipment, with deliveries split between two distribution centers on opposite coasts. The notice does not identify any incumbent contractors or specify award values, focusing instead on the technical data rights limitations that justify the sole source approach. The relatively short 45-day response window suggests the government anticipates limited market interest, consistent with the specialized nature of the equipment and the technical data restrictions that prevent broader competition.
