NOTICE OF INTENT TO AWARD SOLE SOURCE: The Northeast Fisheries Science Center, Woods Hole, Massachusetts intends to issue a sole source award on behalf of the Cooperative Research Program, Narragansett RI, a Fixed Price Non-Personal Services contract in accordance with FAR Part 13 Simplified Acquisition Procedures, to provide research necessary to continue the NEFSC oceanographic and catch data collection through the Integrated Ocean Observing Systems standards using the Environmental Research Division's Data Access protocol (ERDDAP) interface.
The proposed contract action for Temperature Depth Services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C 2304©(1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The Government intends to make an award by September 2017. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government.
The associated North America Industry Classification System (NAICS) Code is 541712. Scope of work: Provide technician services to assist with installing the equipment necessary on commercial fishing boats for the Northeast Cooperative Research Branch, and ensuring the data is collected and transmitted properly in real-time.
Period of Performance: Base Year (12 months) plus two (2) (12 month) Option Years.
A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
Interested firms may identify their interest by providing a capability statement no later than Wednesday, 23 August 2017 at 12:00 PM Eastern Standard Time. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required item. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Gulf of Maine Lobster Foundation (GOMLF), Kennebunk, ME 04043-7148.
