The procurement is justified based on the unique capabilities of the Tecnar DPV Evolution system with CPS 2000 laser, which offers dual-speed configuration, 2% velocity accuracy, and the ability to measure particle temperatures up to 1050°C with 3% accuracy. NASA has determined that alternative particle measurement systems are inferior as they typically measure only single parameters, lack vacuum compatibility, or do not have equivalent scientific validation. The government retains sole discretion to determine whether to conduct this procurement on a competitive basis, with an estimated performance period of 8 weeks after receipt of order.
