Added: Aug 25, 2014 3:12 pm The purpose of this amendment is to answer the following questions from potential offerors.

1. Does the Smart Grid and Cyber-Physical Systems Program Office have a preference for software the contractor will use to write copy, layout the newsletter, and prepare website content? For example, should the contractor use standard applications such as Microsoft Word and Adobe InDesign?


RESPONSE: The vendor should use Microsoft Office and Adobe applications


2. May the past performance section include attached, or hyperlinks to, examples of relevant past deliverables (articles, presentations)? If allowed, then do these examples also need to have been produced within the past five years?


RESPONSE: Attached past examples or links to those examples are acceptable. They should be produced within the past 5 years.


3. Is there an incumbent contractor providing these services?


RESPONSE: Yes, the incumbent is Wedin Communications.


4. Reference: SOW, General Requirements section, the following statement is made: "The Contractor shall provide full-time communications services, both written documents (to be submitted electronically) and advice for managers."


Question: By "full-time communications" is the Government expressing an expectation for a full-time contractor resource?

Added: Aug 12, 2014 4:23 pm The National Institute of Standards and Technology (NIST) has a requirement for a technical writer/editor to be used in the Smart Grid and Cyber-Physical Systems Program Office at NIST, Gaithersburg, MD.

FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13.


This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76
