***NEW QUESTIONS & ANSWERS PROVIDED BELOW!!!***
The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Basic Clandestine Laboratory Safety Training course. The IARNG anticipates award on or about 3 September 2015. Initial award will be for two (2) iterations of the course between award and 30 September 2015; with four (4) options for 10 additional iterations each year at dates and locations to be determined. Final option period will not exceed 30 September 2019. The requested course is required to provide a five-day, 40-hour block of instruction to law enforcement officers. The course shall be designed to provide law enforcement officers with the knowledge and capabilities to perform activities related to seizure and field investigation of clandestine laboratories. Law Enforcement officers are potentially exposed to a multitude of serious and potentially life threatening toxicological, chemical and physical hazards (in addition to suspect encounter hazards). The protection of officer/investigator health and safety mandates the development of individual agency clandestine laboratory safety programs designed to address such hazards. To ensure the continued success of interagency and task force efforts nationwide, training programs should be equivalent in scope and content to the U.S. Drug Enforcement Administration's (DEA's) Clandestine Laboratory Safety Certification program. Critical to the success of a training program on clandestine laboratory safety is the adoption of currently developed and recognized standards, procedures, and training curricula. ****NEW INFORMATION ADDED***The project will be a SB Set-Aside, the NAICS Code is 611519 with a size standard of $15,000,000.00. Interested offerors must be registered in System for Award Management (SAM). To register go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS number to register. Instructions for registering are on the web page. The solicitation will be issued on or about 30 July 2015. The solicitation and associated information will be available from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov. All inquiries must be in writing, via email to the persons specified in this announcement or in the solicitation. All answers will be provided in writing via posting to the web.

Question A: Several vendors have submitted questions concerning the seven (7) USPFO Iowa solicitations for Technical Instruction Services, specifically regarding the type of solicitation forms and related submission requirements for each course. Due to the number of questions submitted for the same topic, this explanation is provided for all of the solicitations.
Answer A: Based on the subject matter of each course, some courses have been determined to be "commercial" while others have been determined to be "non-commercial." Commercial courses are solicited with combined synopsis/solicitations with appropriate commercial provisions and clauses. Non-commercial courses are solicited on SF33 with appropriate non-commercial provisions and clauses. The solicitation numbers and solicitation types are listed below, along with instructions to open attachments.
Solicitation Number, Course Name, and Solicitation Type:
W912LP15R0001, Basic Clandestine Lab Safety Training, SF33
W912LP15R0002, Undercover Narcotics Operations, SF33

W912LP15R0004, Interview Techniques for Roadside Interdiction Operations, SF33
W912LP15R0005, Narcotics Related Financial Investigation, Combined Synopsis/Solicitation
W912LP15R0006, Interview and Interrogation for Drug Investigations, Combined Synopsis/Solicitation
W912LP15R0007, Transnational Gang Identification and Interdiction, Combined Synopsis/Solicitation
Question B: Will the government also consider video recording the sessions using a Learning Management System (LMS) that allows live streaming video access?
Answer: B: The classes are required to be presented in person.
W912LP-15-R-0002 ("Undercover Narcotics Operations" Course Technical Instruction Services)
Q1: Am I per mitted to use a two-week time frame?
A1: No; as the Performance Work Statement (PWS) states, we are requesting a course that is approximately 20 hours of instruction.
W912LP-15-R-0003 ("Methamphetamine Investigations" Course Technical Instruction Services)
Q1: With regard to travel, how should we price the location for the courses? It states there is a requirement for all 50 states and some overseas locations?
A1: In the base period, classes will be conducted within the continental United States (CONUS); with highest likelihood being Johnston, IA and one of the southwestern states such as NM, TX, OK or AZ. In the option periods, most classes will be conducted within CONUS, but there is a possibility of a few classes being conducted OCONUS. The most likely OCONUS locations would be U.S. states or territories, but there is the potential for classes in other locations worldwide.
W912LP-15-R-0004 ("Roadside Interdiction Operations" Course Technical Instruction Services)
Q1: Regarding the PWS Course Content Question #5b. "the instructor shall measure the effectiveness of the students' ability to demonstrate correct vehicle search techniques, with minor coaching." Was this added to this PWS by mistake?
A1: No, the statement is not added by mistake. The statement is intended to ensure the instructor will evaluate and provide constructive feedback/coaching to students as they perform practical exercises and/or video analysis of vehicle search techniques.
