About this opportunity
The Military Sealift Command Norfolk is soliciting proposals for a tanker voyage charter to transport clean petroleum products via ocean freight transportation. The government requires one clean, double-hull tanker capable of carrying a minimum of 235,000 barrels of clean product, with specific vessel requirements including a maximum length of 200 meters, maximum deadweight of 70,000 metric tons, and mandatory Inert Gas System and Segregated Ballast Tanks. Vessels must be less than 20 years old and comply with MARPOL regulations, International Safety Guide for Oil Tankers, and various environmental and security protocols. The acquisition will be conducted under FAR 13.5 Simplified Procedures for Commercial Products and Services, with award to be made to the lowest-priced, technically acceptable offer. Proposals are due October 1, 2025, with laydays commencing October 31, 2025 and cancelling November 1, 2025.
This solicitation does not utilize any set-aside designation and will result in a firm-fixed-price contract. The vessel will load cargo at SK Energy Terminal in Ulsan, Korea and discharge portions of the cargo at two destinations: Mesaieed, Qatar and Sitra, Bahrain. The cargo capacity specification indicates transportation of up to 42 US gallons per barrel, with the vessel expected to handle approximately 235,000 barrels minimum capacity. Performance will occur across multiple international locations including Korea, Qatar, and Bahrain, with specific notation that the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden are designated as imminent danger pay locations. The contract includes comprehensive vessel documentation requirements, tank inspections, cargo compatibility assessments, and detailed operational reporting throughout the charter period.
