About this opportunity

The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order modification under Basic Order Agreement N0001920G0007 to Raytheon Technologies for Life of Type Buy (LOTB) solutions supporting the Tomahawk Missile System. The procurement specifically focuses on obsolescence solutions for the Tactical Tomahawk All Up Round (TACTOM) Digital Scene Matching Area Correlator (DSMAC) sensor assembly. Raytheon is considered the sole source capable of accomplishing this requirement due to their exclusive possession of current technical, configuration, and manufacturing data for the Tomahawk Cruise Missile. All responsible sources may submit a capability statement for consideration, though the data is export-controlled and unavailable to foreign sources. Interested parties must submit any questions to Marilyn Miller via email by March 10, 2025, at 1500 EST, with the understanding that this is not a request for competitive proposals.

The contract opportunity is not set aside for any specific business category and involves a delivery timeline approximately three years from the modification date. Raytheon Technologies, located in Tucson, Arizona, is the identified incumbent contractor, with Jarrod Winters serving as the point of contact for potential subcontracting opportunities. The procurement falls under the NAICS category 336414 for Guided Missile and Space Vehicle Manufacturing and PSC category 1410 for Guided Missiles. While specific award values are not disclosed, the procurement represents a critical component of maintaining and recertifying the Tomahawk Missile System's technological capabilities. The government retains sole discretion in determining whether to compete this procurement based on responses to the notice, and no compensation will be provided for submitted information.
