Data Link Solutions LLC

Phone: 319-263-3162
The Government has determined that no other source can meet this requirement based on the required specifications for this specific type of TacNet Tactical Radio (TTR). The product to be acquired is essential to the AFRL/RI developed OrderNet protocol as part of the SAF/IA sponsored Airborne Data Exchange (ADE) initiative. OrderNet is a monitoring and management protocol that supports Link-16 and other waveforms. The ADE program involves demonstration of OrderNet operating over Link-16 to assess its performance. The TTR, combined with an existing Link-16 asset resident at AFRL/RI, will allow for risk reduction lab testing of this technology prior to field demonstration. Initial work has been performed utilizing the TTR terminal and OrderNet that will be leveraged for this demonstration. Therefore, the TTR is the only option that addresses the necessary size, weight, and power (SWaP) constraints for multi-platform integration as prescribed by the ADE demo architecture. The only provider of the TTR is Data Link Solutions LLC.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to jennifer.calandra-willson@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2018.
A Sole Source Justification will be attached to the subsequent Notice of Award.
