The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), intends to enter into a contract on a sole source basis to provide enterprise-wide subscription access to brand name Prosci organizational change management methodology and associated resources (e.g., presentations, assessments, and training curricula) that the Veterans Health Administration (VHA) National Center for Organization Development (NCOD) requires in order to enhance services to help VA become better equipped to implement organizational change. The subscription will allow any users within VA permission to use Prosci's change management methodology, tools, and training materials. Currently fielded VA applications are compatible with Prosci's fully integrated and customizable methods, research, and toolsets. To support the dissemination of this methodology throughout VA, NCOD also seeks to purchase enrollment for four NCOD staff members to become Prosci-certified instructors through Prosci's train-the-trainer program. NCOD's change management consultation service is based entirely on Prosci's methodology, which combines a framework for individual change readiness (the proprietary Awareness, Desire, Knowledge, Ability and Reinforcement (ADKAR®) model) with strategies, tactics, and tools for facilitating change at the organizational level. This set of resources and training is only available through Prosci, a company that has developed the proprietary, research-based change management model and supporting tools that is the foundation of NCOD's change management approach. The statutory authority for this effort falls under Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The North American Industrial Classification (NAICS) for this effort is 541990 with a corresponding small business size standard of $15M average annual revenue. The resultant 12-month contract will be firm fixed price and will include four 12-month options for continued subscription access. The VA intends to release a Request for Proposal on or about August 5, 2016. The estimated date of award for this action is September 2, 2016.
This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement in response to this notification which shall be considered by the agency. The Points of Contact (POCs) for this action are Kimberly Flynn, Contract Specialist, Kimberly.Flynn1@va.gov and Carol Newcomb, Contracting Officer, Carol.Newcomb@va.gov.
