This synopsis provides notice of the Government's intent to issue a sole source twelve-month bridge contract to Mantech Systems Engineering Corporation, 12015 Lee Jackson Hwy, Fairfax, Virginia, 22033-3300 for an additional 50,880 hours of Engineering, Technical Services, associated Travel, Material, and NMCI for the continuance of technical and engineering services following the expiration of the current contract with Mantech (N00421-10-D-0021). The contract will be for continued support of design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistics support of Cooperative Identification; Non-Cooperative Target Recognition (NCTR); Air Traffic Control (ATC) equipment, systems and subsystems; and advanced technologies development. This bridge contract shall be for (12) months while the Government prepares the ground work for a competitive follow-on award. Due to the ongoing nature of the projects currently being performed under contract N00421-10-D-0021 and the need to continue these services; Mantech Systems Engineering Corporation is the only practical source for providing the necessary continuation of services until award of the competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 25 August 2015, 1630 EST. A determination by the Government not to compete this modification based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any questions shall be submitted to Bob Byrne, Code 2.5.1.4.7 via email (robert.j.byrne@navy.mil).


Per FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements.' These services include requirements to support the Identifications Systems (IDS) Division with the engineering and technical services essential to these mission functions in the field of Navy/DoD/commercial activity Combat Identification and ATC systems.
