About this opportunity

The United States Coast Guard Surface Forces Logistics Center is seeking quotations for 6 radio frequency transmission switches (NSN: 5930-01-674-6657) manufactured by L3 Harris (Part Number K10054013-2) to fulfill an emergent requirement. The procurement requires strict adherence to military packaging standards, with items individually packaged according to MIL-STD-2073-1E Method 10, cushioned in double-layer bubble wrap, and packed in ASTM-D5118 double-wall fiberboard boxes, with marking per MIL-STD-129R and ISO/IEC-16388-2007 bar-coding requirements. The Coast Guard emphasizes that standard commercial packaging is unacceptable and failure to meet packaging requirements will result in warehouse rejection. The evaluation will be conducted on a lowest price technically acceptable basis, with award anticipated on an all-or-none basis to a responsible offeror. Quotations are due by June 13, 2025, at 10:00 AM Eastern Standard Time, and offerors must be registered in SAM with valid DUNS numbers and provide manufacturer authorization letters.

This procurement does not utilize any set-aside designations and is classified under NAICS code 333914 with a business size standard of 750 employees. The Coast Guard anticipates awarding a non-competitive sole source purchase order, believing that only L3 Harris and/or their authorized distributors can provide the required units, making substitute parts unacceptable. The solicitation requests 6 units of the specified radio frequency switches with delivery required to the USCG Surface Forces Logistics Center receiving room in Baltimore, Maryland. The contract will be awarded as a Firm Fixed Price arrangement using simplified acquisition procedures in accordance with FAR 13.106. Companies interested in demonstrating their capability to provide these items have only two calendar days from the posting date to submit complete information, including sufficient technical details and OEM authorization verification for evaluation by the Coast Guard.
