About this opportunity

The Special Notice is seeking support for the Toxic Substances Control Act (TSCA) published by the Environmental Protection Agency Cincinnati Procurement Operations Division. The EPA is responsible for compiling, updating, and publishing the TSCA Chemical Substance Inventory which contains information on commercial chemicals existing in U.S. commerce.

The purpose of the Special Notice is to obtain contractor support to assist the EPA in continually updating the TSCA Chemical Substance Inventory. Contractors must submit proposals by August 22, 2023 to provide services helping the EPA add newly commercialized chemicals reported via Notices of Commencement of Manufacture/Import, as well as update the inventory's existing chemical listings based on Notices of Activity. There are no set-aside restrictions, and the Special Notice provides a high level opportunity for qualified contractors to support the EPA's mandate to keep accurate records of chemicals in U.S. commerce as required by TSCA.

Section 8(b) of the Toxic Substances Control Act (TSCA) requires the Environmental Protection Agency (EPA) to compile, keep current, and publish a listing of commercial chemicals existing in U.S. commerce. Accordingly, in 1979 EPA compiled the TSCA Chemical Substance Inventory (Inventory), based on information reported to the Agency under the Inventory Reporting Regulations (40 CFR 710). Since 1979, EPA has been continually updating and publishing the Inventory by adding newly commercialized chemicals that are reported to the Agency via the submission of Notices of Commencement of Manufacture/Import. Since the amendment of TSCA in 2016, existing chemicals on the Inventory are also updated regarding their commercial activity status via the submission of Notices of Activity.
