Added: Jun 21, 2017 10:32 am This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, Effective January 19, 2017.


The associated North American Industrial Classification System (NAICS) code for this procurement is 336112 - Light Truck and Utility Vehicle Manufacturing, with General Small Business set aside and size standard of 1,500 employees.


The United States Secret Service has a requirement for one (1) Rollover Egress Trainer with Chevrolet Suburban compartment, for the James J. Rowley Training Center. At a minimum quoted Egress Trainer must meet the following specifications:
- A Suburban passenger compartment
    o Including Front 2 Rows of Passenger compartment (approximately 8' in length)
    o (5) Windows, with glass removed and replaced with expanded metal
    o (4) Doors with:
     Steel plates attached to inside to product door from impact
     Hinges reinforced or hinges replaced with heavy duty hinges
- A vehicle cab cradle
- Low-profile heavy duty skid mounted framework to support the cradle (to eliminate the need for platforms, stairs, and railings)
    o 8" thick pads will be proceed for each side of the unit as landing areas
- An electric 360 degree drive unit, with rotation position indicator
- A handheld operators unit, with both forward and reverse controls
- Weather resistant for outdoor operation an storage, to include protection of electrical controls
- Ability to operate from a non-fixed site with relocation capability
- 220V, three phase, 60 amp, 4-wire, electrical with (1) 25' power cable
- NEMA/EEMAC Type 12 and 13 enclosures
- Planetary torque hub
- Precision heavy-duty spindle bearings
The Egress Trainer must have the following safety features:
- A dead-man control that is operated by the safety officer. This control must be depressed at all times in order for the cab module to rotate.
- 3 emergency stop buttons.
- An audible horn.
- A safety strobe.
- Heavy-duty external manual door latches.
- Electronic interlocks on all doors. Locks must be engaged for cab module to rotate.
- Safety warnings and placards.
- Key securable operational control mechanism.
- Fail safe brakes to lock trainer in place.
Overall Dimensions of the Trainer:
- Height approximately 8'
- Width approximately 14' including landing pads on 2 sides
- Length approximately 16'


Submissions should include the following information:
1. General Business Information (DUNS, TIN, Address, and POC)
2. Banking Information (Bank Name, Account number, Account type, and Routing Number)
3. Written Specifications to Demonstrate Technical Acceptability
4. Price Quotation


Quotes shall include the price of delivery to the James J. Rowley Training Center in Laurel, MD.


Award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by making sure all specifications of the Egress Trainer listed above are met. Quotations with full specifications should be sent in electronic format to the Contract Specialist at gabriella.marino@associates.usss.dhs.gov NO LATER THAN July 12, 2017 at 1600 EST. Late submissions will not be considered for award.
