About this opportunity
The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) Kyiv issued a Special Notice on December 10, 2025, announcing its intent to award a sole source firm fixed price purchase order to Artellence Ukraine, LLC. The notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 and establishes that this is not a competitive solicitation but rather a notification of a predetermined sole source award. The procurement is justified under FAR 6.302-1 on the basis that Artellence is the only responsible source capable of meeting the National Anti-Corruption Bureau of Ukraine's (NABU) operational requirements. The anticipated award value is USD 40,000, with the award expected on or about December 26, 2025. The opportunity is classified under NAICS code 541519 (Other Computer Related Services) and PSC code 7A21 (IT and Telecom - Business Application Software).
The objective of this procurement is to provide a 12-month subscription to Artellence Expert Cloud-Based Online OSINT Software for NABU, including 20 user accounts, an annual allowance of 20,000 requests, and admin-level resource access. The deadline for interested parties to submit capability statements is December 24, 2025, although this notice explicitly states it is not a request for quotes and the award has been predetermined. While the procurement is designated as sole source, the notice invites all responsible sources to submit capability statements demonstrating their ability to provide equivalent services, potentially creating an opportunity for competitive challenge or alternative proposals. Funding has been obligated in full prior to award authorization. The justification emphasizes that NABU personnel are already trained on Artellence software and the platform's immediate implementation capability will prevent operational delays in NABU's anti-corruption mission.
