THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
This is a Notice of Intent to award a sole source contract for OEM requirements for cyber security and on-site support reliability testing and evaluation necessary for Advanced Secondary Propulsion Unit (ASPU) motor controllers.
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Office (Code 440), hereby provides notice of its intent to award a sole source, Firm Fixed Price single award contract (FFP) to DRS Power and Control Technologies Inc, 4265 N 30th St, Milwaukee WI 53216. The Government intends to issue a solicitation on this action on or around May 22th, 2018.
The proposed contract action is for products and services for which the Government intends to solicit only one source. This requirement is for the Original Equipment Manufacturer (OEM) to provide the technical services, including labor, management, supervision, tools, materials, transportation, and equipment necessary to repair and overhaul all identified deficiencies.
Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. DRS is the OEM, and the only manufacturer in the United States with access to the OEM drawings and proprietary information. The design of the ASPU system is proprietary to DRS, and only the OEM is authorized and can provide the requirements needed to obtain the correct system operational functions. DRS is the only contractor who can accomplish this work on the ASPU motor controller units, which were built under contract N4523A-15-D-0001 at DRS. DRS is the original equipment manufacturer for those systems. The ASPU top level drawings are NAVSEA approved and list specific components, which can only be manufactured by DRS. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Questions regarding this requirement may be emailed to Tim Smart at timothy.smart@navy.mil. Questions will not be accepted or addressed via telephone.
