In support of its education mission, DoDDS-Europe operates transportation services obtained by contracts with host nation commercial bus transportation companies for students attending DoD schools in eight host nations. The inherent vulnerabilities of student transportation regarding the threat of terrorist and criminal exploitation make it imperative that DoDDS-Europe operate an active student transportation security services program that is tailored to identification and assessment, containment and reduction of the risk to student security during daily transportation to and from school and home. The consequent risk makes it imperative that DoDDS-Europe operate a proactive, tailored Route Vulnerability Assessment Program (RVAP) that identifies and evaluates the vulnerabilities its students face when being transported.
