About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 3,000 NSN studs (1H-5307-011789621-L1) for delivery to Portsmouth Naval Shipyard in Kittery, Maine. The government possesses complete technical data rights for these components, with no restrictions on engineering, tooling, or manufacturing processes. The technical data package (TDP Version 008) indicates that these parts are candidates for full and open competition, with A/RMCs 1 or 2 being valid for the procurement. While specific evaluation criteria are not detailed in the pre-solicitation notice, interested small businesses should carefully review the technical specifications and documentation available through the DoD Single Stock Point (DODSSP). The pre-solicitation was posted on April 2, 2025, with responses due by May 5, 2025, and potential vendors can obtain necessary documentation through ASSIST-Online or by contacting the DODSSP ASSIST Help Desk.
The contract is 100% set aside for small business concerns, with potential for additional set-aside designations including HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned, or Women-Owned Small Business programs. The specific set-aside type will be clarified in the final solicitation through appropriate FAR clauses. While no specific award value is mentioned, the procurement involves 3,000 units of the specified stud (PSC Category 5307-P). Interested parties can access technical documents through http://quicksearch.dla.mil/ or by registering with the DODSSP website. Vendors without internet access can request documents by mail or phone, with contact information provided for the Document Automation and Production Service in Philadelphia, PA. The procurement appears to be a standard military supply contract with clear technical requirements and multiple pathways for small business participation.
