The Department of Homeland Security US Coast Guard seeks quotations for thirty Stop Block assemblies (NSN 1680-01-HR2-3856, P/N 70209-82480-124 or alternate 985-553-47) with delivery by November 1, 2026, and quotations due June 16. This is a Total Small Business set-aside, 100% restricted to firms meeting the 1,250-employee size standard for NAICS 336413.
Award will be made on a firm-fixed-price basis to the lowest priced, technically acceptable offeror. Evaluation first screens the lowest-priced offer for technical acceptability; if unacceptable, evaluation continues sequentially through remaining offers until a technically acceptable quotation is identified. The Coast Guard may unilaterally exercise an optional quantity of up to an additional thirty units (sixty total) at the same price and lead time for up to 365 days after initial award.
Delivery location is USCG Aviation Logistics Center, Elizabeth City, North Carolina, with F.O.B. destination terms and electronic payment processing. Quotations must include pricing with any quantity and prompt payment discounts evaluated under FAR 12.204 fair and reasonable pricing techniques. Contractors must provide certificates of conformance and comply with extensive security prohibitions addressing covered articles, FASCSA orders, Iran, Sudan, and restricted business operations, with reporting requirements for any identified prohibited products. Additional FAR clauses incorporated by reference address sustainable products and services, DEI discrimination prohibitions, whistleblower rights, and quality assurance standards. The solicitation was issued under the Revolutionary FAR Overhaul (RFO) effective November 28, 2025, and this combined synopsis/solicitation constitutes the only solicitation document; no separate written solicitation will be issued.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000247 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees. This solicitation is 100% Set-Aside for Small Business. All responsible sources may submit a quotation which shall be considered by the agency.
It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the following part:

*At the time of award, the USCG intends to place an order for a quantity of thirty (30) item(s). IAW Federal Acquisition Regulation (FAR) 52.217-6 the USCG may require an additional quantity of thirty (30) items for a maximum quantity of sixty (60) at the same price and lead time as the original order, for up to three hundred and sixty-five (365) days after the initial award date.
***Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor.
Other alternate parts will be authorized if they are approved by Medium Range Recovery (MRR) Engineering. Alternate parts must satisfy all form, fit, and function requirements of the original parts and conform to the approved configuration of the United States Coast Guard (USCG) aircraft.
The contractor shall furnish a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause.
All parts shall be NEW approved parts.
