Those questions will only be answered via an amendment to the solicitation once it is issued. The National Park Service, Department of the Interior, anticipates issuing a solicitation for the following project. The solicitation number is P16PS00664. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about April 15, 2016, with offers due at least 30 days later. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available.



PROJECT TITLE: Construct ADA/ABA Accessible Facilities at Stinson Beach



PROJECT SCOPE: The work of this project is primarily hardscape improvements meeting ABA standards to the site including but not limited to NEW: AC Paving, Concrete Paving, Parking Striping, Picnic Tables and BBQ's, Wheelchair Lockers, wood benches, concrete walkways, stairs, rails, wooden boardwalk, and access mat.



PLACE OF PERFORMANCE: Golden Gate National Recreation Area ¿ Stinson Beach, Marin County, California, United States.



ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Federal Acquisition Regulations (FAR) 36.204, the project magnitude is estimated to be between $500,000 and $1,000,000.



PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. The Government will consider an offeror's technical capability, past performance, and price to determine the best value (tradeoff process) to the Government in accordance with the procedures outlined in FAR Part 15.



SET-ASIDE: This acquisition has been set-aside for Service Disabled Veteran Owned Small Business concerns. Offers will be solicited from Service Disabled Veteran Owned Small Business concerns only. Offers received from concerns that are not Service Disabled Veteran Owned Small Business concerns, will be considered nonresponsive and shall be rejected.



NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 237310 and the small business size standard is $36.5M.



BONDS: All offerors will be required to submit a bid bond for 20% of their total proposed price. The successful offeror shall also be required to provide performance and payment bonds for 100% of the contract award price.



PERIOD OF PERFORMANCE: The contract performance period is expected to be 90-120 calendar days following notice-to-proceed.



PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated that a Pre-Proposal Conference / Site Visit will be held approximately two weeks following issuance of solicitation. Specific details regarding the site visit will be provided in the solicitation.



SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website.

RFP ISSUANCE DATE: The anticipated issuance date of the RFP is on or about April 15, 2016 with an anticipated closing date of April 15, 2016.
