Notice text

Added: Jul 31, 2017 9:11 am The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm fixed-price, logical follow-on contract to the University of North Carolina (UNC) to obtain clinical information and specimens from 25 patients meeting the definition of a rash-associated tick bite illness. Clinical samples will subsequently be evaluated by CDC investigators to develop a hypothesis about the cause of southern tick-associated rash illness (STARI) and to develop novel laboratory diagnostic tools for differentiating tick-bite illnesses in overlapping geographical regions. The samples are required to continue studies on STARI patients that require collection in the same manner as previously collected so that additional variables will not be added to the study. When this work was done previously, CDC training for the participants occurred and this knowledge still exists with UNC and will not need to be repeated, allowing for the sampling to begin quickly. Clinical materials will be evaluated by multiple methods that include: metabolomics analyses, polymerase chain reaction, deep sequencing, serology, culturing, cytokine profiling, and passage of appropriate samples into mice.

The North American Industry Classification System Code (NAICS) for this requirement is 611310, Colleges, Universities and Professional Schools. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposal/
response must be emailed to the Contracting Officer, Pat Billins, at pbillins@cdc.gov by 2:00pm Eastern Time, Monday, August 8, 2017.
