The U.S. Department of Justice, Justice Management Division, Procurement Services Staff intends to enter into negotiations with Spin Systems, Inc., a small, disadvantaged business concern located in Falls Church, VA, on an other than full and open competition basis in accordance with FAR 6.302-1 to obtain Spin Business Framework (SBF) software updates and maintenance and SBF developer support. The requirement is anticipated to include two contract line items: one for software maintenance on a fixed price basis; and one for ad hoc SBF developer support on a labor-hour basis. SBF developer support is anticipated to include the following labor categories: Project Manager; SBF Subject Matter Expert; and Senior Developer. Award is anticipated to be made in September 2017 with a base performance period of October 1, 2017 through September 30, 2018 and one consecutive 12-month option. The annual estimate for each year is approximately $103K, for an estimated 2-year value of $206K. Ad hoc developer support is estimated to be less than 6% of the total requirement.
