Sole Source Notice of Intent

(FAR Part 13 Simplified Acquisition Procedures)

In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of FWS National Conservation Training Center (NCTC) intends to award a sole source action to BioOne for a base plus four option year contract.

The U.S. Fish and Wildlife Service¿s (USFWS) Conservation Library, located at the National Conservation Training Center, seeks access to a full-text, online database of 214 specific, high quality, proprietary journals (curated collection of independently-published subscribed journals from a community of publishers) focused on ecology, plant sciences, zoology, entomology, biodiversity conservation, and other natural and environmental sciences. This online database should be delivered via a unique web-based interface that allows for easy searching, enhanced zoom capability for viewing images and figures, and customized account features for citation management. In short, the USFWS Conservation Library is seeking both unique content in the natural sciences and specialized delivery via online platform that will be accessible to FWS employees ¿ researchers and managers ¿ throughout the agency and around the country. Only one authorized seller can serve up the database on a unique, web-based interface with enhanced zoom capability for viewing images and figures, and customized account features for citation management.

This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by September 1, 2021, 10:00 AM Eastern Time and can be sent to Lorenzo Aragon at lorenzo_aragon@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
