The Naval Research Laboratory (NRL) has a requirement for Space Sciences Information Technology Support for evaluation, procurement, system integration, programming, maintenance, training, and testing associated with all resources supported by the Space Sciences Division (SSD) information systems administration activity.
This requirement (a) is a follow-on to Contract Number N00173-11-C-6005 with Information Delivery Systems, Inc. of Bowie, MD; (b) is 100% set-aside for small businesses; and (c) will be processed using FAR Part 15 procedures. The Product Service Code (PSC) for this requirement is: D301. The North American Industry Classification System (NAICS) code for this procurement is 541513 with a Small Business Size Standard of $27.5 Million Dollars.
Please note that all Request for Proposal (RFP), amendment(s) and/or publicly releasable documentation will reside on Federal Business Opportunities (FedBizOps). It is recommended that interested Offerors check the site frequently for any updates.
The scope of this effort will include: (1) hardware and software engineering services for Space Sciences Division (SSD) information technology infrastructure; (2) information technology systems and network management, operations, security and help desk support; (3) Management Information Systems (MIS) software engineering and support; and, (4) scientific research software engineering and support within the SSD branches in pursuit and support of a broad spectrum of basic and applied research programs in the space sciences, including upper/middle atmospheric science, high energy space physics, terrestrial applications, and solar and heliospheric physics.
Detailed requirements, including a Performance Work Statement, Personnel Requirements, Contract Data Requirements, and a Quality Assurance Surveillance Plan, will be included in the solicitation file. SECRET Facility and SECRET Personnel clearances shall be required in accordance with a DD-254 Contract Security Classification Specification. The anticipated period of performance for any resulting contract will be one year, with four one-year options. The Government anticipates award of a Cost-Plus-Fixed-Fee Term Contract for the requirements, with an anticipated LOE is 9,075 hours per year, 45,375 if all options are exercised.
The Government anticipates posting a detailed Solicitation approximately 15 calendar days from the posting of this notice. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and Amendments to RFPs. Any resulting solicitation may be accessed only via the FedBizOps (FBO) website. Paper copies of the solicitation will not be provided. Offerors are responsible for routinely checking the FBO website for any possible solicitation or solicitation amendments.
To be eligible for award, offerors shall be registered in the System for Award Management (SAM) database. All eligible, responsible sources may submit proposals against the pending solicitation, which will be considered by the agency.
