About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking sources for digital access to Project Muse database of academic journals for the United States Military Academy Library. This pre-solicitation notice is designed to explore potential small business contractors who can provide digital content access services under NAICS code 519290 for Web Search Portals and Information Services. The agency is specifically requesting interested small businesses to submit detailed information about their capabilities, including firm name, point of contact, DUNS number, CAGE code, and small business certification status. Potential respondents must provide evidence of previous experience with similar requirements, including project scope, complexity, and timeframe. Interested firms are asked to submit responses by February 3, 2025, with comprehensive information that will help the Army determine the feasibility of a small business set-aside contract.

The pre-solicitation notice indicates a potential small business set-aside if two or more qualified small businesses respond with sufficient information, encompassing various socioeconomic categories such as 8(a) Business Development Program, Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. While no specific contract award value is mentioned, the procurement is for digital database access with a size standard of 1,000 employees. The agency is explicitly seeking input on competition facilitation, pricing information, delivery schedules, and potential contract structuring strategies. Interested firms are encouraged to provide detailed recommendations to improve the acquisition approach and specifications. Potential contractors can contact the MICC contract specialist, Shawn Valastro, at shawn.m.valastro.civ@army.mil for any questions or concerns about potential competition restrictions.
