Competition will be sought, promoted, and sustained through the issuance of a competitive, unrestricted Request for Proposal (RFP) on a full and open competition basis. Large businesses that submit an offer will be required to submit a Subcontracting Plan.
The Government reserves the right to make multiple awards if it is in the Government's best interest. The Government will award the contract(s) to the offeror(s) who present the best overall value based on their overall proposal(s).
