The Navy intends to solicit and negotiate this contract as a Sole Source Procurement in accordance with statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the duplication of cost to perform required certification testing and the lack of necessary technical data.

The proposed contract action is for supplies, Environmental Control Units P/N ECS-84, which the Government intends to solicit and negotiate with only one source, Mil Air LLC.



Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a Firm Fixed Price supply contract IAW FAR Part 12, Commercial Procedures. This acquisition is subject to the Buy American Act. Inspection and Acceptance is to be at destination with deliver F.O.B. Destination: NSWC Crane, IN 47522-5001. Delivery is required FOB Destination, Crane, IN 47522-5001 180 Days ADC. Please reference delivery schedule in RFP N00164-13-R-WT06.

Since this is a sole source procurement, no solicitation will be available for download on the NECO and FedBizOpps website.

Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
