This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number W913E523Q0008 is being issued as a request for quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 221114 – Solar Electric Power Generationwhich has a size standard of 250 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) requires the procurement and delivery of one hundred and thirty (130) 30W/12V solar panels and one hundred and thirty (130) pole mounting brackets for the monitoring and sensing of water levels.
Requirements: The Contractor shall provide the one hundred and thirty (130) 30W/12V solar panels and one hundred and thirty (130) pole mounting brackets meeting the following specifications:
Solar Panels:
- 30-watt panel with nominal 12-volt DC for standard output.
- Dimensions of panel shall not exceed 24” x 24”;
- Panels must be able to withstand high wind pressure, hail, and snow load
- Operating temperature of 40°C to 85°C
Solar Panel Mounts:
- The solar panel mount must be a side of pole mount, have a setting angle of 0° ~ 90°, and a snow loading of up to 1.1kN/m2.
Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers; ability provide requested supplies meeting technical specifications and price. Award will be made to the offeror whose quote represents the lowest price technically acceptable (LPTA) offer.

Payment Terms: Net 30
