Notice text

Added: Aug 09, 2013 1:46 pm The U.S. Environmental Protection Agency (EPA) intends to negotiate on a Sole-Source basis with, General Atomics Electronic Systems, Inc. (GA-ESI), 4949 Greencraig Lane, San Diego, CA 92123,a Fixed Price Contract for Network Upgrades for the software component of EPA?s RadNet Fixed Monitor System. This is pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2) which implements 41 U.S.C. 253(c)(1)? "Only one responsible source and no other supplies or services will satisfy agency requirements."

The requirements of the software upgrade encompasses providing the Software Modifications, Manual Updates and an Acceptance Test Plan (ATP) to accomplish the following enhancements; (1) Provide a Temporary Stop feature on Front-End Applications; (2) Prevent Volume/Start Time Reset following "Interruption Status=3" and (3) Provide Dual IP Address Fields and FTP Standby time out.

Previous Market Research and Sources Sought Notices have not provided viable evidence that neither these nor equivalent components and/or services are available from other sources.
