THIS IS A NOTICE OF INTENT for the procurement of commercial items. The Naval Air Warfare Center; Aircraft Division (NAWCAD), AIR 2.5.1.5, Patuxent River, MD intends to award a brand name specific, Firm-Fixed Price (FFP) contract for software licenses and toolsets from No Magic Incorporated, One Allen Center, 700 Central Expressway South, Suite 110, Allen, Texas 75013. The requirement is to provide software licenses and toolsets including software assurance to be utilized by the Government for the development of systems models for the Systems Engineering Transformation in support of the Systems Engineering Department (AIR 4.1). The estimated period of performance for this requirement is twelve (12) months after contract award. The statutory authority permitting other than full and open competition is based upon Title 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, whereby the supplies or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. No additional written information, formal request for proposal, or solicitation is available at this time. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition. While this Notice of Intent is for informational purposes only, and not a request for competitive proposals. If a party believes they can provide this support, they may submit their technical capability information which shall be considered by the Government. The Government shall not reimburse interested sources for any information provided nor return any information provided.  The Government retains the right not to compete this requirement based upon responses to this notice.

No Magic, Inc has developed a series of system modeling toolsets with Cameo System Modeler as the basic tool for developing system level models. The toolsets are compliant with the industry
standard System Modeling Language (SysML). SysML is needed to fully represent a system in the
model such that it can be used for analysis optimal solutions, correctness and completeness of
models.  NAVAIR established an Integrated Modeling Environment (IME) using the Cameo series of
products hosted at NAWCAD.  The Naval Systems Commands across the Navy have since adopted the IME for Model Based Systems Engineering use. The IME needs Annual License Cost (software maintenance) for the continued use of the IME licenses as the Navy embraces Model Based System Engineering.  The Cameo System Modeler toolsets are used on Navy Acquisition Programs to develop Model Centric System Engineering models for systems under development and Engineering Change Proposals, and for developing methodologies, policy and processes.
