SOCIOECONOMIC PLANNING & NEPA TASKS
Scope
The purpose of this study is to assist the BLM socioeconomics program develop products and documents to support the eventual implementation of guidance on socioeconomic aspects of planning and NEPA. The BLM has identified several project tasks to meet this goal, broadly:
- Review of BLM documents and the scientific literature resulting in a summary report.
- Completion of 6-10 demonstration projects that illustrate how this guidance can be implemented across NEPA analyses with varying complexity and resource emphases.
- Creation of communications tools and instructional materials.
Tasks
Tasks for this project are organized into two overlapping phases with a total period of performance of 36 months. Phase 1 will focus on actions related to demonstrating socioeconomic effects. Phase 2 will broaden the study to consider the socioeconomic baseline and public engagement. As described above, guidance on these three topics is currently in development. The guidance on effects analysis is more developed than that for the other topics. Organizing this project into two phases allows us to begin developing demonstrating projects and instructional materials as the guidance is competed. By the time Phase 2 is scheduled to begin, the additional guidance will be developed enough to plan the demonstration projects.
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number L17PS00271. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 541620.
