PRE-SOLICITATION NOTICE: THIS IS NOT A REQUEST FOR OFFERS.
Contractor shall provide all labor, material, equipment, and qualified supervision necessary to perform the work for the "Site Prep for the CT Scanner - Building 335" Building 335 is located at the Dayton VAMC. The Dayton VAMC is located at 4100 West Third Street, Dayton, OH 45428-9000. All work shall be conducted in complete accordance with project drawings and specifications. All work to be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer's Representative (COR), and in accordance with project phasing.
Construction includes all work described by the bid documents. The work includes completely prepare site for building operations, including demolition and removal of portion of existing structure, and site utilities (sanitary, water, gas, electrical & data and underground utilities) and furnish labor and materials and perform work for the relocation of site utilities and the construction of the new addition to building 335. Contractor is also to modify portion of Building 335. Contractor shall minimize disruption to existing Buildings 330 & 335. Work requiring shutdowns shall be performed after hours and shall be coordinated with the Contracting Officer's Representative (COR). The details of the required work are found in the specifications and drawings documents associated with this project.
The contract performance time shall be 480 calendar days from the issuance of the Notice to Proceed. Under Federal Acquisition Regulation (FAR) guidelines and 13 CFR 125.6, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees based upon the Solicitation's NAICS 236220. All interested contractors must be registered in SAM to be eligible for award of Government contracts.
SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code (236220) and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov and http://sam.gov to be eligible for award. Bidders MUST ensure registration in these websites are accurate and have not expired prior to bid opening date.
Cost Range is between $2,000,000.00 and $5,000,000.00
The NAICS code is 236220 and the Small Business Size Standard is $33.5 million.
BONDS in form of Bid, Payment and Performance will be required.
SITE VISIT: A site visit will be scheduled and the information will be in the solicitation package.
The solicitation documents will be posted at www.fedbizopps.gov on or about May 30, 2013 with bid opening approximately 30 days later.
Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the FedBizOpps website.
SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fedbizopps.gov. Paper copies of the amendment will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates.
All requests for information are required to be in writing to the Contracting Officer and shall be received within twelve days prior to bid opening; no telephone inquiries will be accepted. The Contracting Officer cannot guarantee that a response to e-mailed questions will be received. Award is subject to the availability of funds. See Numbered Note 29.
