About this opportunity

NASA's Shared Services Center (NSSC) has issued a Special Notice on March 31, 2026, announcing its intention to procure Simcenter STAR-CCM+ Power Session Plus software through a sole source contract with Siemens Industry Software Inc., located in Plano, Texas. The procurement is being conducted under the authority of FAR 13.106-1(b)(1)(i), which permits sole source acquisitions when a single provider supplies a unique product. NASA/NSSC has determined that Siemens is the sole provider capable of supplying this specific computational fluid dynamics (CFD) software. The contract will be administered as a commercial acquisition under FAR Parts 12 and 13, with performance occurring at NASA Glenn Research Center in Cleveland, Ohio. This Special Notice provides competing organizations an opportunity to challenge the sole source determination before the contract is finalized.

The purpose of this procurement is to acquire two concurrent floating licenses of Simcenter STAR-CCM+ Power Session Plus for a 12-month subscription period beginning April 1, 2026 and extending through March 31, 2027, thereby expanding NASA GRC's existing CFD modeling and simulation capabilities for boiling and condensation heat transfer research. Interested contractors must submit written capabilities and qualifications statements to Laura Quave, the primary point of contact, no later than 5:00 p.m. Central Standard Time on April 3, 2026, with oral communications explicitly prohibited. Submissions will be evaluated solely to determine whether the Government should reconsider conducting this procurement on a competitive basis, though the final decision remains at the Government's discretion. Any organization believing it can provide equivalent or superior capabilities to Simcenter STAR-CCM+ Power Session Plus is eligible to submit a response, though there are no set-asides or preference programs associated with this procurement. The NAICS classification for this acquisition is 513210 (Software Publishers), and interested parties should reference the NASA Ombudsman clause for dispute resolution procedures.
