On or about 28 July 2017, this office will issue Request for Proposal for design and construction of the Shadow UAS Range Training Facility, Ft. Carson, Colorado. The solicitation will close on or about 28 August 2017. This solicitation is OPEN TO SMALL BUSINESS PARTICIPATION.
Project Description:
Construct an Unmanned Aerial Vehicle (UAV) maintenance facility (5000 SF) with a runway, taxiways, tow-way and aprons, towers with observation decks, field latrine, organizational vehicle parking, fueling pad, and special foundations. The project will include lighting, single grounding points at each airframe location, lightning protection, fire detection and alarm systems, and communications. Heating is included. Air conditioning is included only in the office(s). Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related to interior design services are required. Sustainability/Energy measures are required.
Offeror's will be required to submit for evaluation their construction experience, past performance, subcontractor experience, key personnel, and project management plan. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 400 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required.
The estimated design and construction cost of this project is between $2M-$10M
