About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a Service Kit Valve S, classified under PSC 4810 (Valves, Powered). This is a non-competitive procurement conducted under the authority of FAR 6.302-1, indicating the Government intends to negotiate with a single source due to data rights restrictions and the uneconomical nature of reverse engineering this specialized component. However, the Government is accepting expressions of interest and capability statements from all responsible sources within 45 days of the notice publication (or 30 days if award is issued under an existing Basic Ordering Agreement). Interested parties may also submit proposals indicating their capability to satisfy the requirement with a commercial item within 15 days of this notice. The pre-solicitation notice was posted on December 3, 2025, with a response deadline of January 4, 2026. The Government reserves the right to conduct a competitive procurement based on responses received, though this determination is solely within the Government's discretion.

This procurement is designated as a Total Small Business set-aside, meaning only small businesses are eligible to compete. The requirement specifies delivery of 96 units (National Stock Number 1H-4810-013332593, TDP Version 008) to two Defense Logistics Agency Distribution locations: DLA Distribution in New Cumberland, Pennsylvania (W25G1U, W1A8) and DLA Distribution San Joaquin in Tracy, California (W62G2T, W1A8). No specific award value or budget range is provided in this pre-solicitation notice. The component in question involves proprietary data rights that are not owned by the Government and cannot be obtained through alternative sources, which is the primary justification for the single-source procurement approach.
