The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cancer Biology and Genetics (LCBG), Molecular Pathology Unit (MPU), plans to procure a software maintenance contract on a sole source basis from Indica Labs, Inc. of 2469 Corrales Road, Corrales, New Mexico, 87048.

This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 511210 and the business size standard is $38.5 million. Only one award will be made as a result of this solicitation. It will be awarded as a firm fixed price type contract with a 12-month period of performance, and two (2) 12-month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement.

The Molecular Pathology Units requires service and support of government-owned HALO Analysis Engines and HALO digital image analysis software modules, consistent with the government owned digital pathology image analysis system and existing work products. The Analysis Engine software provides parallel processing compatible with existing server/software configuration, allowing for efficient use and increased application of existing Indica Labs HALO whole-slide image analysis resources and aids in the sharing of data and algorithms. These Analysis Engines integrate HALO analysis software and storage components with the 10 current software licenses held by the Molecular Pathology Unit (MPU).

The HALO image analysis software modules provide a means to accomplish computational biological analysis of whole-slide digital images. This requirement is necessary to maintain capabilities with existing database and operating architecture. It will ensure that all components are working together efficiently and make service available for any issues that may arise.

The requirement is to obtain service and maintenance for existing digital pathology system software providing compatible image analysis capabilities. Indica Labs is uniquely qualified to provide technical support to the system licensed to NCI by Indica Labs, as they are the software creators and licensers.

The Contractor shall provide standard maintenance, remote support, and remote training services. Standard maintenance shall include: periodic update of software to correct defects, as well as minor bugs and software enhancements as new releases occur. Remote support shall include: Support and training between the hours of 9:00am and 5:00pm, Monday through Friday, excluding national holidays, via webex and telephone. Support and training will be performed by trained, technically qualified personnel. Work under the contract will satisfy and continue operating system software requirements. Emergency services shall be provided, as needed, on Monday through Friday 8:00AM - 5:00PM. A service contract will provide resources to answer user questions that may arise during clinical operations, service equipment on a quarterly basis as part of a preventative maintenance schedule and provide hardware and software upgrades as necessary to keep the equipment current in terms of functionality. These services shall be performed by factory trained service engineers, either remotely or on-site depending on the nature of the issue. The Contractor shall not be responsible for any hardware items or consumable items, output peripherals, (video printers, film recorders, printers, etc.), or mass storage devices.

Indica Labs, Inc. is the only known vendor capable of providing the required service for the Analysis Engines and HALO image analysis modules as it is their proprietary and licensed software.
