About this opportunity

The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is seeking to procure a one-year service agreement for their Nanostring nCounter Analysis System, which includes a digital analyzer and prep station used for targeted transcriptomics and proteomics assays. The service contract must provide annual preventative maintenance, full repair coverage including parts, travel, labor, shipping and handling, validation reagents, and replacement of reagents lost due to instrument malfunction. NICHD intends to award this contract on a sole source basis to Bruker Spatial Biology of Seattle, Washington, as they are the only source capable of providing original parts and technical expertise for this specialized laboratory equipment. Offerors must submit quotations that demonstrate their capability to provide all required services, include required FAR certifications and representations, and provide authorization from Bruker Spatial Biology if they are alternative vendors. All quotations are due by June 27, 2025, at 3:00 PM EST via email to the contracting officer, and responses must reference solicitation number 75N94025Q00087.

This procurement does not utilize any small business set-aside designations despite the $34 million size standard for NAICS code 811210, and Bruker Spatial Biology appears to be the incumbent contractor based on their identification as the sole source provider. While no specific contract value is disclosed, the acquisition is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13, suggesting the value falls below simplified acquisition thresholds. The service agreement will run for exactly one year from July 1, 2025, through June 30, 2026, covering the maintenance and repair needs of the critical laboratory instrument. Performance will take place in Bethesda, Maryland, where the NICHD laboratory facilities are located, and the contract is essential for maintaining uninterrupted research operations given the sensitive nature of the instrument's sensors and filters.
