About this opportunity

The U.S. Geological Survey (USGS) intends to contract Texas A&M AgriLife Research to provide professional selenium analytical laboratory services to assess Selenium risk to Yuma rails. The contractor will collect and analyze samples such as particulate organic matter on filters, detritus, algae, vegetation invertebrates, and fish tissues, following EPA and US Fish and Wildlife guidelines. The results must be delivered electronically within 60 days of sample submission, and the contractor must have the appropriate laboratory space, equipment, personnel, and expertise to complete the analyses.

List of services and products to be provided:

  1. Collection of samples including particulate organic matter on filters, detritus, algae, vegetation invertebrates, and fish tissues.
  2. Analysis of samples for Selenium concentration.
  3. Delivery of results electronically within 60 days of sample submission.
  4. Provision of laboratory space, equipment, and personnel to complete the analyses.
  5. Compliance with EPA and US Fish and Wildlife guidelines for Selenium detection in biological tissues and sediment.
  6. Quality assurance and control of samples.
  7. Drying and grinding of biological and sediment samples for analysis when applicable.
  8. Determination of percent moisture for each biological tissue sample.

Notice of Intent


This is a notice of intent to solicit from a single source.

The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Texas A&M AgriLife Research, College Station, Texas, 77843 for a providing professional selenium analytical laboratory to help assess Selenium risk to Yuma rails as described in the attached Statement of Work.

Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Texas A&M is, to the USGS' knowledge, the only source who can provided this service for all the sample analyses that includes Selenium and 23 other trace elements that meets both laboratory analyses and standard methodology.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The NAICS code for this action is 541380 Testing Laboratories and associated size standard $16.5 million annually apply to this announcement.
