The Government intends to award a directed sole source HUBZone contract to NextGen Federal Systems Inc. of 235 High Street, Suite 220, Havre de Grace, Maryland. The requirement is for software engineering and administrative support services for the U.S. Army Communications and Electronic Command (CECOM) Software Engineering Center (SEC) Operations Directorate. Support will consist of strategic planning by performing various financial and engineering studies to assist in the development of budget forecasts, assist in providing project management support for various efforts that help to improve the quality and efficiency of the organization. This also includes maintenance of various center level metrics and performance of other administrative duties to keep SEC records and data up to date. Also included in this effort are security functions such as security planning, policy, and security process implementation throughout SEC. These services support SEC's customer organizations and provide updates to CECOM Headquarters (HQ) by providing daily support to the SEC Directors Office, SEC HQ staff, and the management of inquiries from CECOM, customers and other agencies. This requirement falls under NAICS code 541611, Administrative Management and General Management Consulting Services, with a small business size standard of $15M.
The proposed performance period is a twelve (12) month contract beginning on March 1st 2017. The place of performance is at Aberdeen Proving Ground MD, Fort Huachuca AZ, Fort Lee VA, and Picatinny Arsenal NJ. The estimated value of this requirement is $3M-$4M. TOP SECRET facility security clearance with no safeguarding is required for this effort. Any subcontractors for this effort would require the same level of clearance. Any interested and responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.
