About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 400 valve seats under NSN 1H-4820-013522297-Q3, with delivery required to Portsmouth Naval Shipyard in Kittery, Maine. This pre-solicitation notice indicates the government has complete technical data package rights with no manufacturing restrictions, making this opportunity suitable for full and open competition. The procurement falls under PSC category 4820 for Valves, Nonpowered, and contractors must meet A/RMCs 1 or 2 validation requirements. The notice was posted on April 10, 2025, with responses due by July 9, 2025. While specific evaluation criteria are not detailed in this pre-solicitation, the complete technical data package suggests technical capability and past performance will likely be key factors.

This acquisition is designated as a 100% small business set-aside under FAR clause 52.219-6, though the specific type of small business set-aside will be determined in the final solicitation. Potential set-aside categories include HUBZone, Service-Disabled Veteran-Owned, Women-Owned, or Historically Black College and University designations. The contract requires delivery of 400 valve seat units, though no specific dollar value or contract timeline beyond the delivery location is provided in this pre-solicitation phase. No incumbent contractors or current service providers are identified in the notice. The technical data package version 009 suggests this may be an established procurement with updated specifications, indicating potential for follow-on opportunities.
